What powers does the MRA have under MGL Ch. 121B?

This law allows a municipality, through its redevelopment authority, to act as an urban renewal agency to eliminate and redevelop substandard, decadent or blighted open areas.  The redevelopment authority, as an independent body politic and corporate, is not a city agency.  This affords the agency more autonomy in planning and implementing redevelopment and revitalization projects.
